Foreign Service Benefit Plan 2018 Premiums and Benefit Changes

We are excited about offering you our 2018 Foreign Service Benefit Plan (FSBP) Rates, Benefits and Programs!  Open Season is from November 13 to December 11, 2017 and the FSBP is here to assist you in making the most informed decision about your health coverage.

Our 2018 bi-weekly enrollee premium for Self Only (Code 401) increased by only 2.4%, while our Self Plus One (Code 403) and Self and Family (Code 402) bi-weekly premiums increase only by 2.5% - once again keeping us extremely competitive, as you can see below.
Review our premiums relative to other high option plans in the FEHB Program.

Benefit enhancements for 2018:

  • Changed the genetic counseling and testing benefit to allow medically appropriate genetic test panels
  • Added more diagnoses that are covered for biofeedback
  • Added coverage for hospital grade breastfeeding equipment
  • Removed requirement for preauthorization for home health services
  • Added a benefit for overseas telehealth services for mental health and substance misuse disorder treatment
  • Added a new venue for members to purchase non-specialty maintenance prescription medications (drugs you take regularly for ongoing conditions) through a participating Smart90® Retail Network pharmacy

Our new programs include:

  • AbleTo – a web-based video conferencing treatment program
  • Livongo –  a remote diabetes monitoring program

Important things you should know about the Plan:

  • The Plan requires prior approval for certain services.
  • A $500 penalty will be imposed if you do not pre-certify a Skilled Nursing Facility (SNF) admission, the same as inpatient hospital.
  • The Plan’s formulary may change during the year.
  • We have provided information on how overseas claims should be filed.
  • The Plan will use the U.S. dollar exchange rate applicable on the date a service was rendered for converting foreign currency.

Another important milestone is our one-year anniversary for earning our comprehensive health plan accreditation from the Accreditation Association for Ambulatory Health Care, Inc. (AAAHC).
