The Foreign Service Benefit Plan (FSBP) is a high option fee-for-service health insurance plan with a network of providers and is sponsored by the American Foreign Service Protective Association (AFSPA). The FSBP was established in 1942 and is a charter member of the Federal Employees Health Benefits Program (FEHB), administered by the Office of Personnel Management. The Plan is administered by Coventry Health Care, LLC (an Aetna Company) and the Plan’s Pharmacy Benefit Manager (PBM) is Express Scripts (ESI).
In the United States, the Plan has a network of providers. Members can go to any covered provider, however, if they go to a network provider benefits are greater because of negotiated discounts and a higher coinsurance reimbursement.
Outside the 50 United States, the Plan generally pays for services based on the billed charge. However, we reserve the right to request information that will enable us to determine an allowance we deem to be excessive or to determine medical necessity.
Members have the capability to send us claims via our secure Web portal. We receive claims instantaneously and begin processing it promptly. Members also can correspond with us via secure e-mail with questions about their benefits.
