  • The Accidental Death and Dismemberment (AD&D) insurance covers both accidental death and loss, such as paralysis and sight, due to injuries as a result of an accident. It includes a Home Alteration and Vehicle Modification Benefit.
  • The Immediate Benefit Plan (IBP) is an affordable term life insurance coverage  for employees of select agencies*. IBP covers immediate expenses, such as funeral expenses and final medical costs upon the employee’s death. A $15,000 benefit ($7,500 at age 70) is paid to the beneficiary, generally within two business days of AFSPA being notified of the death; most insurances take up to a month or more to send payment.

     *Eligible agencies are State Dept., USAID, BBG, Foreign Agricultural Service(FAS) and U.S. Foreign Commercial Service (foreign service employees only).

AFSPA’s Group Term Life Insurance Plan 42001 is flexible. Here’s what you need to know:

  • You can keep this coverage even if you leave government service.
  • Benefits are payable after a death for any cause, including acts of war (declared or undeclared) or terrorism.
  • Coverage is available from $20,000 to $600,000, in increments of $10,000.
  • The coverage offers family coverage; in addition, your spouse and dependent children age 19 and older may purchase their own policies.
  • This coverage may be purchased to supplement your FEGLI plan, or as a stand-alone policy.
  • The coverage includes the Accelerated Benefit Option, which means that the insurance  will pay benefits while you are still living, for instance, to help cover medical expenses not covered by health insurance when you or a loved one is seriously ill.
  • The coverage  requires you to complete a simple health questionnaire as part of the application process.
  • Once you are approved, the policy cannot be cancelled as long as you pay the premium; however, the coverage automatically cancels at age 80.

What does this mean?

  • Prudential will continue to underwrite the policy for all currently enrolled members who wish to keep this coverage
  • AFSPA will continue to administer the policy for all currently enrolled members who wish to keep this coverage.
  • All currently enrolled members may keep the policy as long as they pay the premium or, until they turn age 80 when coverage automatically terminates or, the Master policy terminates.
  • Currently enrolled members age 19-59 will be eligible to transfer to the new Group Enhanced Life (GEL) term life coverage  without medical underwriting if they choose to “Opt-In” by December 31, 2018. Click here for more information.

Our Group Accidental Death and Dismemberment plan (AD&D) offers coverage up to $600,000 to cover severe or fatal accidents that can happen anywhere in the world. Like our life insurance policy, AD&D also offers family coverage. While this plan excludes injuries suffered as a result of war (declared or undeclared), it does cover terrorism. It also:

  • Covers loss due to coma.
  • Covers loss of limbs, paralysis, speech, or hearing.
  • Pays a benefit to cover day care expenses.
  • Pays a benefit to cover your spouse’s tuition.
  • Includes a one-time home alteration and vehicle modification benefit.

AFSPA offers an exclusive term life insurance plan especially for our members employed in participating agencies.* 

Typically, a life insurance policy will take weeks or months to deliver benefits. Insurance companies require a death certificate, which can be delayed for months when death occurs in another country. The Immediate Benefit Plan will process the enrollee’s benefit of $15,000 ($7,500 if over age 70) within two business days after AFSPA receives the official notice of death from the employee’s agency. The money can be used for immediate costs such as funeral arrangements, final medical bills, visits from family and friends, and travel.

The premium for this plan is made via a flat, low payroll deduction of just $2.00 per pay period.

Eligible members may enroll only through a qualifying event, including within 60 days of hire, upon receipt of their first overseas assignment, or during an open enrollment period. At other times, you may apply, but a health statement questionnaire will be required.

*This plan is available only to active duty, U.S. citizen, direct hire Foreign Service and Civil Service employees of the following agencies:

  • Department of State.
  • U.S. Agency for International Development.
  • Broadcasting Board of Governors.
  • Foreign Agricultural Service.

AFSPA is excited to offer to you the new and improved member term life insurance coverage, Group Enhanced Life (GEL) issued by Prudential. This coverage is flexible, affordable and offers a unique benefit feature that enables you to use a portion of your principal sum coverage amount to assist with home care, assisted living and nursing home expenses. Here’s what you need to know:

  • You can keep this plan even if you leave government service.
  • Benefits are payable after a death for any cause, including acts of war (declared or undeclared) or terrorism.
  • Coverage is available from $50,000 to $600,000, in increments of $50,000.
  • The coverage enables you to cover your spouse or registered domestic partner and unmarried children under age 26; however, your spouse and dependent children age 19 and older may purchase their own policies.
  • This coverage may be purchased to supplement your FEGLI plan, or as a stand-alone policy.
  • The coverage includes the Accelerated Benefit Option (ABO), which means that the plan will pay benefits while you are still living:
    • Terminally Ill benefit- A Member whose life expectancy is 12 months or less may be eligible to receive 90% of the amount in force on the date Prudential receives proof that the Member is terminally ill, not to exceed $100,000.
    • Chronically Ill benefit- A Member who is medically certified to be incapable of performing at least 2 Activities of Daily Living (ADLs) such as bathing, eating and toileting for at least 90 days and is expected to last a lifetime or, has severe cognitive impairment that requires substantial supervision, may receive up to 50% of their ABO Benefit up to a maximum of $50,000 to assist with care giving expenses.
  • The plan requires you to complete a simple health questionnaire as part of the application process.
  • Once you are approved, the policy cannot be cancelled as long as you pay the premium; however, the coverage automatically cancels at age 80.

What do I need to know about direct debit enrollments, changes, and cancellations?

Due to security and concerns for protecting your privacy, ALL Direct Debit enrollments/changes will be handled through the AFSPA Member Portal.

Three e-mails will be generated: (1) an e-mail containing a secure PDF of your signed enrollment for your records; (2) an acceptance e-mail from the AFSPA Accounting Team that your Direct Debit has been processed and accepted; and (3) an e-mail when the first debit has occurred from your bank account.

All changes made online to your Direct Debit will be confirmed via e-mail.

You can also use the edit button to change bank information quickly and immediately.

To cancel direct debit, send a request via email or our secure forms page and indicate the date on which direct debiting should be cancelled. 

 

I have Federal Employee Group Life Insurance (FEGLI). Why should I purchase additional life insurance?

For most Federal employees, FEGLI automatically covers your annual pay, rounded to the nearest $1,000, plus an additional $2,000. FEGLI offers the options of purchasing additional coverage and of covering family members. If you did not purchase any of the optional FEGLI coverage as a new hire, and if you do not purchase any of the optional coverage within the statutory timeframe around a qualifying life event, open enrollment seasons are few and far between. There was one held in 2004 and not again until 2016. (For more information about FEGLI, please see OPM’s Life Insurance Booklet.)

All AFSPA members can apply for an AFSPA life insurance plan at any time. Equally important, AFSPA’s Member Term Life Insurance policy, Group Enhanced Life (GEL) covers deaths from war and terrorism and enables you to use a portion of your coverage amount to assist with home care, assisted living and nursing home expenses. Perhaps you were previously happy with your FEGLI coverage, but your needs have changed because of a new assignment, growth of your family, or a change in your personal financial situation. Consider applying for our policy to provide peace of mind for you and your family in the future.

 

In addition, AFSPA’s Accidental Death and Dismemberment (AD&D) plan can be purchased separately to supplement your FEGLI insurance. It covers accidental deaths and loss due to severe injuries, including when these incidents involve terrorism. Like our life insurance plan, AFSPA’s AD&D policy includes a family coverage option as well.

 

Finally, AFSPA offers an Immediate Benefit Plan to ensure a benefit of $15,000 ($7,500 if age 70 and older) will be processed by Prudential within 2 days of AFSPA’s receipt of notice of death. What are the differences between Group Term Life Insurance, AD&D, and the Immediate Benefit Plan?

 Overview General policy covers death from any cause. Policy covers accidental death and loss due to severe injuries. Exclusive plan for active employees in participating agencies that issues payment within 48 hours of notice.

For any combination of self plus spouse/ dependent/ family, annual premium is $0.88 for each $1,000 of coverage. Premiums are paid through a payroll deduction: a flat fee of $2 per pay period.
