From the CEO - December 2025

Dear AFSPA Member,

With Open Season ending soon, there’s only one week left to ensure your 2026 health plan truly fits your family’s needs for the year ahead. It’s a good idea to avoid waiting until the last minute to update anything. If you are an active-duty employee considering a plan switch, your new FEHB benefits will take effect on January 11, 2026. Retirees and annuitants, your 2026 FEHB plan benefits will take effect on January 1, 2026. Take a moment to review your options before the deadline! If you’re happy with your current Foreign Service Benefit Plan (FSBP) coverage, there’s no need to do anything — it will automatically renew each year.

Open Season Ends Soon

Open Season ends on Monday, December 8. You have a few more days to review your options and make changes to your Federal Employee Health Benefit (FEHB) Program enrollment, your Federal Employees Dental and Vision Insurance Program (FEDVIP) enrollment, and your Federal Flexible Spending Account (FSAFEDS) enrollment. Whether you are enrolled in FSBP or another federal health plan, we want you to make informed decisions for you and your family. Visit afspa.org/events to register for our remaining Open Season webinars (12/1, 12/4, and 12/5) and live chat (12/3) at the Virtual Benefits Fair, hosted by FedPoint. To view FSBP’s 2026 benefit enhancements and updates, visit afspa.org/openseason

Our customer service phone hours have been extended. You can reach our health benefits officers at 202-833-4910, Monday through Friday, from 7:00 am to 7:00 pm ET. We’re here to help with your health plan needs and look forward to assisting you.

New Member ID Cards

FSBP members will receive new ID cards with updated out-of-pocket maximums in the mail soon. Starting in 2026, in-network limits increase to $6,000 (Self Only) and $8,000 (Self Plus One/Family). Out-of-network limits increase to $8,000 (Self Only) and $10,000 (Self Plus One/Family).

Additionally, Express Scripts, FSBP’s pharmacy benefit manager, is rebranding to “Express Scripts by Evernorth” to better align with its parent company, Evernorth Health Services. The new logo will be shown on your new member ID card. Rest assured, your prescription benefits and access to them will remain the same.

Don’t Leave Money on the Table

It’s not too late to earn your FSBP wellness incentives for 2025, which include getting a flu shot, screening for breast, cervical, or colorectal cancer, participating in our digital coaching programs, and more. You have until December 31 to complete your wellness incentives, except for the biometric screening, which must be completed by December 1. Wellness incentive funds can be used only for eligible medical expenses, including your deductible, coinsurance, and copayments. Any unused funds in your Wellness Incentive Fund (WIF) account at the end of the calendar year will stay in your WIF account for the next plan year as long as you remain enrolled in the Plan. Learn more about our Wellness Reward Programs here.

Long Term Disability Plan Coming in 2026

We take pride in reviewing current trends in the insurance market to see if there’s a program that better meets our members’ needs. We found an affordable and comprehensive disability income protection plan underwritten by the Prudential Insurance Company of America. We have partnered with Prudential for over 30 years on our life insurance plans and trust their quality products, which earned them recognition as a World’s Most Admired Company and Industry Leader by Fortune Magazine in 2025. We are excited to offer this valuable coverage under our Ancillary Insurance Programs (AIP) to our members very soon. Stay tuned for more information in the new year.

As you take care of others, don’t forget to set aside some time just for you. Despite the recent government shutdown, FSBP is here to support you with mental health benefits, easy-to-access digital programs, and helpful educational resources to help ease the pressures of the holiday season. We invite you to visit our website and discover our wellness programs, designed to support your emotional well-being, reduce stress, and manage anxiety. Additionally, our telehealth services are available to members in both the U.S. and abroad, allowing you to connect with a therapist via phone call or video chat.

As we approach the end of this year, I want to sincerely thank you for your ongoing loyalty. We are excited to continue supporting you in 2026, and we wish you and your loved ones a joyful, safe, and healthy holiday season!

To Living and Feeling Better,
